7:05 - Harry reviewed the meeting notes with County Executive David Craig. The group representing FGPCA told Craig that the Perryman Visioning Plan was not a plan that we endorsed. The following points came out of the meeting:
1) Tom Sadowski mentioned another industrial development project in Perryman. There were no details but the location may be on Mitchell property. This project is in addition to the 2-3 million square foot Opus East project on APG and the 1.6 million square foot Enterprise Business Park (Price Brothers) project.
2) David Craig mentioned the wellhead protection plans and other Perryman issues of importance would be back on his priority list after the master plan zoning requests are settled this November.
3) Tom Sadowski mentioned money is appropriated for studies on:
1. Road A – APG (route 715) improvement and installation of a spur intersection at APG border road and route 715
2. Road B – Route 40 and Mitchell Rd new access road off route 40 onto Canning House Road.
3. Road C – Farther down route 715 & route 40 new ramp access to rt 715.
4) The FGPCA told the county that the community will develop a plan for the Perryman Peninsula (possibly using some ideas out of the vision plan). We requested maps that will help us designate both land use and roadways. Craig and Sadowski were supportive in our desire to work on a community plan.
Harry then briefed the committee on a meeting with Fred Mitchell. He said that Fred’s family feels the market value of the land is about $150 million for the 1100 acres or so of land in the area. The Mitchell family has always been generous to the Perryman Area so I feel Fred would be open to the idea of the community working on a development plan as long as his estimated property value was met.
Harry said that the development committee must work together to develop a strategy to ensure that our community is developed in a way that is economical for the land owner while preserving as much as the environment as possible. Harry discussed the idea of having Jim Shaw help us throughout this process. Jim is currently working with a group of developers and citizens in Crisfield on their redevelopment project. He is willing to come to talk with our group at the next meeting.
Heather stated that along with working with a possible developer to help get a plan together we need to talk to a conservation group, like Harford Land Trust or The Nature Conservancy (TNC). Also we should talk to NRCS.
Harry listed some tasks to be done:
- Identify the good and bad of the Perryman Vision Plan and make any changes to the maps since the plan was developed.
- Make a map of the entire area with all pieces ‘layered’ on the map. Trails, parks, well heads, roads, buffers, etc. (Heather will obtain maps for us to work with)
- Depict areas that should be designated for recreation, open space or acres of preserved land.
- Determine as a group what services, businesses are desired in this area.
- Justify why this process is important for our community and the land owner
- Identify stakeholders: Perryman/Forest Greens community, APG, businesses, conservation organizations, Fred Mitchell, contractors and agencies like Baltimore Regional Partnerships.
Next meeting will be at Harry Yarnell’s house on September 28. Please arrive between 6:30-7pm so the meeting can begin at 7pm sharp.
