Notes from DAC Meeting regarding Perryman Station June 3, 2009

Doug Kopeck of CNA presented the site plan. The site is 1220 Perryman Road. It is 7.9
acres of R3 property. It is located pretty much at the corner of Perryman Road and MD Route
7/Old Philadelphia Road. A couple things about the project, it is an 80 unit senior project. This is
one of the projects that is being funded as part of a stimulus package. They had a meeting several
months ago. This project was dedicated by the county to be a priority project. There was a
question regarding the flood plain on this project. He believes they have that resolved at this point.
They submitted a flood plain study on May 15th which he believes has been accepted by the
county. He is not sure if that means it is actually approved or what the process is for that at this
point. He knows it had been accepted. He also submitted a Forest Stand Delineation April 1st
which was approved. They have since revised that Forest Stand Delineation plan because they
have more accurate boundary information. He believes that plan is still in the county for approval.
It didn’t change too much but they did refine the plan a little bit. A Forest Conservation Plan was
submitted May 6th along with a landscape and lighting plan. The traffic study was also submitted
on May 6th. They held a community input meeting on April 29th at the Aberdeen Senior Center.
He doesn’t see any of the local residents here so they must have at least satisfied some of their
issues if they had any. Those minutes have been forwarded to the county. A couple points of
interest on the project itself. He mentioned it is an 80 unit senior project. There is an existing
house out there. He wants to point out that the house will remain and will be refurbished and
included as part of the project. Perryman Road runs across the front of this project. CNA had this
project in at least one other time to the County and there were some comments generated by DAC.
One of the comments was an excel/decal lane on Perryman Road which they have included in their
proposal. Stormwater management is to the rear of the site. They have requested under 267-26E,
a parking reduction from the current parking requirements. That request has been submitted and
hopefully will be reviewed and approved. The parking requirements under the new development
regs are much more parking in this project then you ever need. They feel that there is a lot of
justification and he won’t get into the details of that. One of the major issues that were involved in
the project back when they had it in here before was how to provide sewer to the project. There is
a 12 inch sewer main that is located just up the road here. To get access to that they would have to
cross two of the three properties, the Ricky property, the Schutz property and the Swartz property.
They have agreement letters signed by the Ricky family which is Perryman LLC and the Swartz
family. They are still in negotiation and in contact with the Schutz family trying to work that out.
But those agreements are in place. On the plan you will see that they have shown an easement and
proposed alignment. They have taken a look at that. They have met with Water and Sewer about
this. They can provide the adequate sewer to the project through this alignment or some other
similar alignment. Again they don’t have Schutz on board yet. They don’t frankly know whether
or not that is going to happen. What their plan is showing now is crossing the front part of the
Ricky piece, jumping out onto Perryman Road in front of the Schutz piece and then back off of
State Highway right-of-way on the Swartz property with access to their site. That alignment could
change a little bit depending what happens with Schutz. We are also going to provide some sort of
connection. That is part of the negotiation with the Ricky piece so that they can connect into that 8
inch line as proposed. There is a 16 inch water line that currently exists
along
water is not a problem. He also wanted to point out that since the existing house will remain and
be used in some capacity, they are showing a connection to the existing cleanout. He doesn’t
know if that is how it is ultimately going to end up but it will give you an idea that they have
thought of that and there will be some sort of connection. Obviously the existing disposal area will
be abandoned as part of the Health Department comments. The existing well will be abandoned as
well and connected to public water. The site is not in any water protection zone. It is just outside
of that. Although that was one of the reasons why they wanted to keep their impervious surfaces
down and reduce their parking requirement. A Landscape plan has been provided to you. They
are showing some screening currently along the parking lot to the side of the Swartz’s. Someday
this project or another project may come along in which case that screening may not be necessary
but it is currently a residential area so we want to provide some screening to that.
